The Navy asked years ago to go with tunnels rather than bridges because if

bad guys blew up a bridge they could block access to the port for the navy ships. They felt tunnels could not block. That's one reason Charleston and other ports were affected by BRAC and Norfolk wasn't.

The tunnels and VDOT's choices saved Norfolk.
